Excel and csv export in german regions

In German regions Excel uses semicolons instead of commas when exporting tables as .csv. This leads to problems with other programs.

If you want to save a file from excel as csv, Excel does not save the file with comma-separated values on computers with german region settings, but uses the semicolon as separator. This leads to problems with other programs that processes the *.csv file.

If you export the upper file as a .csv file with Excel and open it with the editor instead of Excel, you will see that Excel uses semicolons instead of commas.
